MarineCFO is working with one of the world’s oldest and most respected and innovative classification societies, Lloyd’s Register (LR), which has been providing vessel classification, quality assurance, and integrity services to the maritime industry since 1760.  The United States Coast Guard (USCG), under 46 CFR Subchapter M, has fully authorized LR to perform Third Party Organization (TPO) duties which includes conducting Towing Safety Management System (TSMS) inspections and audits on behalf of the USCG.

On 20 July 2016, the USCG Subchapter M of Title 46 of the U.S. Code of Federal Regulations became effective. The USCG requires towing vessels greater than 26 feet or those less than 26 feet engaged in the movement of oil or hazardous material to be fully compliant by 20 August 2018.

The rule establishes safer work and design practices on towing vessels, by requiring they adhere to prescriptive safety standards and TSMS, or to an alternative, annual USCG inspection regime. The rule also includes standards for vessel structural design and surveying.

Specific requirements govern towing vessel operations, electrical systems, lifesaving appliances, and ship structural arrangements.
